SPPM Attended the Ground-breaking Ceremony for Tsinghua University Southeast Asia Center
To actively promote "Belt and Road Initiative", strengthen cultural exchange and educational cooperation in Southeast Asia and realize sustainable development goals, after preparation, exchange, design and arrangement for nearly three years, Tsinghua University Southeast Asia Center, as an important part of Tsinghua University Global Strategy, is going to be introduced on Kura Kura Island, Bali, Indonesia, the grand Ground-breaking Ceremony was held on the afternoon of October 9, 2018. President Qiu Yong, Vice President and Provost Prof. Yang Bin and Deans from School of Economic Management, School of Finance, School of Law, School of Social Sciences, Training Center, School of Continuing Education and Tsinghua University, as well as representatives of relevant departments gathered on Kura Kura Island witnessed this historic moment and celebrated that Tsinghua University has continued to successfully take a solid step in international education cooperation along the "Belt and Road Initiative". Prof. Peng Zongchao, SPPM Party Secretary and Ms. Qin Qin, Deputy Director of Office of International Cooperation and Exchange of SPPM were invited to attend this Ceremony on the behalf of our school.
Our delegation, Mr. Xiao Qian, Ambassador to Indonesia, representatives from Indonesia and Jeffrey D. Sachs, Network Principal of UN Sustainable Development Solutions jointly presided over this Ground-breaking Ceremony. Indonesian representatives include Special Envoy of the President, Minister of Ministry of Maritime Coordination Luhut Binsar Pandjaitan, Minister of Ministry of Communications and Informatics Rudiantara, Dean of the Indonesian National Defense Academy Agus Widjojo, Secretary General of Ministry of Science, Technology and Higher Education of Indonesia Ainun Naim, Former Minister of Ministry of Trade and Ministry of Tourism and Creative Economy, UID President Mari Elka Pangestu, UID Chairman Tuti Hadiputrato, GITI Vice Chairman and UID Vice Chairman Cherie Nursalim, Board Chairman I Gede Ardika and CEO Richard Goh of Kura Kura Island Project in Bali.

At the unveiling ceremony, President Qiu Yong first conveyed his compassion for Indonesian people just suffering from earthquake, tsunamis and volcanic eruption, and he described his concern for Indonesia with "far away but near in heart". Qiu Yong reviewed the cooperation history with Indonesia and the preparation and arrangement process of Tsinghua University Southeast Asia Center, and expressed that Tsinghua University Southeast Asia Center was the third platform founded overseas after Tsinghua University successfully established Global Innovation Exchange in Seattle, the USA and China-Italy Design Innovation Hub and the Tsinghua Arts and Design Institute in Milan, Italy. It was "an exciting step" in Tsinghua Global Strategy. Tsinghua University Southeast Asia Center would focus on talent cultivation and academic exchange in Southeast Asia and even worldwide to contribute to human resource trainings for Indonesia and Southeast Asian countries in Industry 4.0 Era, and help the construction of the "Belt and Road Initiative" and the realization of the sustainable development goals. Qiu Yong expressed that with the establishment of such a brand-new platform of Southeast Asia Center, Tsinghua University would work together with the global partners to bring real changes to the common future of the human beings. Qiu Yong sincerely expressed gratitude to UID, GITI Group and all the partners involved with the construction and preparation of Tsinghua University Southeast Asia Center! Qiu Yong expressed that he hoped that people and especially the alumi of Tsinghua University Southeast Asia Center one hundred years later would commemorate and celebrate the historic career for which we laid a foundation today.

At the Signing Ceremony, Qiu Yong and Mari Elka Pangestu respectively represented Tsinghua University and UID Fund to sign MOUs, and UID would provide the site and operation support for Tsinghua University Southeast Asia Center. Secretary General of Ministry of Science, Technology and Higher Education of Indonesia Ainun Nai and Minister of Ministry of Communications and Information Technology Rudiantara respectively signed a tripartite cooperation memorandum with Qiu Yong and Mari Elka Pangestu to be dedicated to the cooperation in high-level talent education, including providing the capacity promotion training for civil servants of Ministry of Communications and Informatics, and cultivating innovative talents for Indonesian IoT industry by our university.

Later on, the leaders of Tsinghua University unveiled the model of Indonesian Southeast Asia Canter. As introduced, Tsinghua University Southeast Asia Center covers an area of 17,000 m2, with the building area of 5,500m2. In the construction plan of Tsinghua University Southeast Asia Center, we can see the word "Tsinghua Island" in Chinese. On the campus, there are modern buildings reflecting the characteristics of environmental protection and sustainable development and decorated archway and lotus pond rich in the traditional Chinese culture characteristics, echoing Tsinghua Campus in a combination of Chinese and Western elements and thousands of kilometers away.

Then, the guests also visited "Island of Happiness" theme exhibition of Kura Kura Island Project, and UID Vice Chairman Cherie Nursalim expressed sincere thanks to Mr. Peng Zongchao for undertaking CO-CLASS high-end training of Indonesian ministries by our university! The parties reviewed that such series of training started from last July, and gradually developed and had completed trainings for senior governmental officials of Ministry of Manpower and Ministry of Industry, and it has won recognition and praise by Indonesian ministries. The school would usher in the special training for Ministry of Communications of Indonesia at the end of October this year and four more training for Ministry of Communications and Informatics and one more training for Ministry of Manpower continued next year, and Ms. Cherie Nursalim wished a complete success and looked forward to cooperating with our university for more achievements and jointly promoting the in-depth development of sustainable development goals.

In the evening, the guests attended the "Night of Culture" Event full of rich Balinese customs, and Yang Bin thanked UID for its help and support for the construction of Tsinghua University Southeast Asia Center again in his speech. Yang Bin expressed that Tsinghua University Southeast Asia Center was not only an international education center, but also an open platform and innovation center linking all the walks of the society.
This Ground-breaking Ceremony was closed successfully and got good response and sincere blessings of all the walks. Tsinghua University Southeast Asia Center is in the construction stage formally, and in the near future, the modern and intelligent buildings will rise straight from the ground on Kura Kura Island, Bali, Indonesia to provide a series of education projects, training, academic conference, public forum, student exchange/infiltration project and personnel exchange and create a new brilliance!
SPPM has actively supported the cooperation with Indonesia and the training of Indonesian students all the time, and we recuited Indonesian students in two English master programs, namely Master of Public Administration in International Development (MID) and International Master of Public Administration (IMPA) .
In May this year, under the guidance of Tsinghua University International Education Office, SPPM signed a MOU with Agency for Human Resources Development and Research Communication and Informatics of the Ministry of Communications and Informatics of Indonesia. The applicants recommended by Ministry of Communications and Informatics, after the academic review, admitted applicants will enter MID (2-year system) program for study after the enrollment. Ministry of Communications will be responsible for providing the full scholarship for the enrolled students. This year is the first year when we cooperate with Ministry of Communications, and there are 10 Indonesian students in the class.
Meanwhile, this year, IMPA Project has started the new track as IMPA-BRI Project. This project is funded by Mr. Chen Jianghe, an patriotic overseas Chinese in Indonesia and the Tanoto Foundation, guided by National Development and Reform Commission and organized by Chinese Language and Culture Education Foundation of China "Belt and Road Initiative" Talent Training Special Fund, and there are 2 Indonesian students enrolled in 2018.
In addition to the degree programs, SPPM also started the first CO-CLASS training with UID in Indonesia in 2017. From July 10 to July 14, 2017, we held the Indonesian Labor System Transformation and Upgrading and Leadership Promotion Senior Training program for 35 trainees including the senior officials of Ministry of Manpower, union representatives and business representatives of Indonesia. From July 9 to July 14, 2018, we held the Fourth Industrial Revolution System Transformation Senior Training program for 29 senior officials from Ministry of Industry and other ministries of Indonesia. At the end of October this year, 40 senior officials from Ministry of Communications and Informatics and other ministries of Indonesia will also come to School of Public Policy & Management for training, with the theme of Indonesian IoT, and it is in the tense preparation process at present. We will usher in four more Training for Ministry of Communications and Informatics of Indonesia and one more Training for Ministry of Manpower of Indonesia next year.
