China’s push into Artificial Intelligence (AI) faces a huge gap between its exploding data pool and the quality of data. This talk presents findings of a new study on China’s AI strategy, focusing on two critical, but somewhat under-researched areas of AI – the challenges that China might face in Data Governance and in Standardization.
Some observers argue that China can win the global AI race because it has a larger data set than any other country. In addition, China has a huge population of relatively low-cost college graduates who will do the repetitive work of categorizing huge troves of data needed to “train” AI algorithms. From a business perspective, this vision of rapid catching up in AI might be attractive. The truth, however, is more nuanced. Of critical importance are the variety, depth, quality, and accuracy of data sets used to “train” AI algorithms. China’s large data sets may be a necessary condition for success in AI. But they are certainly not a sufficient condition. In order to improve the quality of data, China must strengthen the governance of data, as embedded in technical standards, regulations and policies.

Dr. Dieter Ernst is Senior Fellow at the Centre for International Governance Innovation/CIGI (Waterloo, Canada) and East-West Center Adjunct Senior Fellow. He is an authority on trade, global production networks and the internationalization of research and development in hightech industries, and innovation policies in the United States, China, India, Taiwan, Korea, and Malaysia. Dr. Ernst has provided testimony to US Congress; served as member of the National Academies "Committee on Global Approaches to Advanced Computing"; and as advisor to the Organisation for Economic Co-operation and Development, Paris.
