讲座简介 Lecture Abstract:
Studies show that over 90% of mega infrastructure projects fail to be delivered on-time or on-budget. Current advice to improve project delivery concentrates on reference class forecasting, and improved planning, technical and financial measures. Yet no improvements to project completion have been shown. Why might is this the case? And what could we do differently?
This lecture draws on a five-year research project that identifies the most common 'social risk factors' for major infrastructure project delivery. We propose that a continued focus on improving technical and financial aspects of infrastructure planning and delivery misses another important input to project success: people. Too often, the social and community considerations that affect major projects—and, equally which affect communities—are seen as secondary or are ill-considered. Our research finds, however, that project professionals consistently rank social and community pressures as among the most impactful to project delays.
We introduce the concept of 'social risk factors' as a better way to understand and plan for the social and community concerns that shape project outcomes. By understanding these factors, governments and industry can reduce social risks to communities, mitigate social impacts and improve societal benefit delivery.
