Shu Quanfeng-School of Public Policy and Management of Tsinghua University

Shu Quanfeng is an Assistant Professor at the School of Public Policy and Management, Tsinghua University, and a Research Associate at the China Institute for Rural Studies, Tsinghua University. His research focuses on rural governance, the governance of public goods, and intelligent society governance. He received his Ph.D. from the School of Public Policy and Management at Tsinghua University in July 2019. From September 2019 to November 2021, he conducted postdoctoral research at the China Institute for Rural Studies, Tsinghua University, and was selected for the "Shuimu Scholar" program, a high-level young talent development initiative at Tsinghua.

He has presided over 8 major research projects, including those funded by the National Social Science Fund, sub-projects of the National Key R&D Program, and projects from China Top Think Tanks‌. He is the author of the academic monograph Leadership, Public Service Motivation, and Collective Action in Rural China. He has published over 40 academic papers in Chinese and English in prestigious journals including Public Management Review, Journal of Travel Research, Journal of Rural Studies, Management World, China Rural Economy, and Chinese Public Administration. He was recognized as one of the Top 1% Most Cited Scholars by CNKI in both 2024 and 2025.

His awards include the Second Prize for Outstanding Research Achievements from the National Development and Reform Commission, the Second Prize in the 9th Ministry of Education Award for Outstanding Achievements in Scientific Research in Humanities and Social Sciences, the Honorable Mention for the 3rd Fei Xiaotong Award for Distinguished Doctoral Dissertation, the Best Paper Award at the 7th Chinese Public Management Scholars' Workshop, the Second Prize (as a supervising teacher) in the 2024 Tsinghua University China Public Policy Case Analysis Competition, Tsinghua University Outstanding Doctoral Dissertation, Tsinghua University Outstanding Doctoral Graduate, and Beijing Municipal Outstanding Graduate.
