Professional Profile
Enrolled at Nankai University in 1992, Yang Yongheng earned a Bachelor's degree in Economics, a Master's degree in Management, and a Ph.D. in Management. In 2004, he obtained Ph.D. in Management from the City University of Hong Kong. He joined the School of Public Policy and Management at Tsinghua University as a postdoctoral researcher in 2004 and has been teaching there since 2006.
He is a recipient of the National High-Level Talent Program, and enjoys the special government allowance from the State Council. He has been selected for the Ministry of Education's New Century Excellent Talents Program, the National Science Fund for Excellent Young Scholars, the National Hundred-Thousand-Ten Thousand Talents Project, and recognized as a National Young and Middle-Aged Expert with Outstanding Contributions.
Currently, he serves as the Deputy Director of the China Institute for Development Planning at Tsinghua University and the Director of the Tsinghua Research Center for Investment and Financing Policy. He is also a standing council member of the Chinese Public Administration Society, the Chinese Society of Management Modernization, and the Chinese Society of Administrative Reform, among others. Additionally, he is the Associate Editor of Public Administration Review.
Academic Research
His primary research areas include medium- and long-term strategy and planning, cultural strategy and policy, investment and financing policy, and public service management. He has led three major projects under the National Social Science Fund, as well as over 100 research projects funded by National Natural Science Foundation, National Social Science Foundation, Publicity Department of the CPC Central Committee, Office of the Central Financial and Economic Affairs Commission, National Development and Reform Commission, Ministry of Culture and Tourism, Ministry of Industry and Information Technology, the World Bank, and others.
He has published over 100 papers in academic journals such as Public Administration Review, One Earth, Public Management Review, Social Indicators Research, Journal of the Operational Research Society, Economic Research Journal, China Economic Quarterly, Chinese Public Administration, Journal of Management Sciences in China, Nankai Business Review, as well as in newspapers like People's Daily and Guangming Daily. He has authored four Chinese monographs and nine edited/translated works.
Public Service
He serves as a member of the Expert Committee for the Ministry of Culture and Tourism's "14th Five-Year Plan," Chairman of the National Expert Committee for Cultural and Tourism Public Services, member of the National Development and Reform Commission's Expert Committee on Service Industries, and member of the Expert Guidance Group for the National Intellectual Property Administration's "14th Five-Year Plan" formulation. He is also the Lead Expert for the National Cultural and Tourism Research Base (Tsinghua University) under the Ministry of Culture and Tourism.
He has been deeply involved in preliminary research tasks for China's "12th Five-Year Plan," "13th Five-Year Plan," "14th Five-Year Plan," and "15th Five-Year Plan." As a drafting team member, he has participated in the formulation and interpretation of a series of important policies, laws, and regulations in China's cultural sector
