Professor Xue Lan believes that to modernize the national governance system, first of all, we should modernize the public affairs governance. Modernization of national governance is based on the value system, followed by institutional system, and the third is the operation mechanism. Governance capacity is the foundation for the building of the governance system. Professor Wang Ming pointed out that the objectives of “Modernization of National Governance System” marked China's reform focuses gradually shifted from productivity to the superstructure and ideology. The idea of modernizing governance itself indicated that reform areas will expand from economy to politics, economic, social, culture and all other fields.

Professor Yu An pointed out that the national governance modernization is an extended term of the political and social reform, it is a symbol of Deng Xiaoping's doctrine after reform and opening up, and it is the third stage of China's socialist characteristics. Professor Wang Youjiang used the "scarcity" concept in economics to discuss the necessity of a modern national governance system.
