At the beginning of 2016, 30 IMPA fresh students from 17 different countries and regions arrived in Beijing and started their new academic journey at Tsinghua University. Among them, one student is the first IMPA student to represent Algeria. These students are mainly from the Presidents or Prime Minister's Office, Ministry of Foreign Affairs, Ministry of Finance, Ministry of Health, Ministry of the Interior and Local Authorities, provincial and other municipal governments, as well as local university and local Confucius institute.

On February 19, the SPPM successfully held the IMPA 2016 opening ceremony. With Prof. Meng Bo, the Associate Dean being the host of the ceremony, the fresh IMPA students were warmly welcomed by the attendees of the ceremony. They were the Associate Dean Peng Zongchao, along with Deputy Director Cai Runyuan and Officer Ma Wenhui from Academy of International Business Officials Ministry of Commerce, the Associate Dean Zhang Wei from Graduate School, Deputy Party Secretary Xie Jin from SPPM, Academic Chair Professor Zheng Zhenqing, Associate Professor Li Yingbo and English Case Manager Tanya, and Manager Li Gaicong and Project Manager Xu Luchun from MCC Overseas. Before the ceremony, managers from MCC Overseas, who had been actively supporting the program since 2012, also came and sent their greetings and gifts.

The Associate Dean Peng introduced the evolution of Chinese public administration and development and explained our academic research and public practice missions and goals. Zhang Wei, the Associate Dean of the Graduate School of Tsinghua University introduced the century history of Tsinghua and its rigorous teaching tradition. He strongly encouraged students to study hard and be always prepared to potential challenges. Deputy Director Cai Runyuan from Academy of International Business Officials, gave high praises to the program, and encourage the students to become a "bridge of friendship and friendly messenger" between their respective countries and China. Fellow student Eltayeb Abdallah from Sudan, who was speaking as an IMPA 2016 representative, expressed that he really cherish the opportunity to learn in Tsinghua University and would be looking forward to applying the knowledge and experiences learned here to their countries.

IMPA program is a one-year English degree program launched in 2008, sponsored by the Ministry of Commerce and the Ministry of Education. This project is designed for government officials from developing countries, and is committed to expanding participant's ability to effectively apply public administrative theories and tools. Since its establishment, IMPA program has successfully trained 262 students from 71 developing countries. This program is well-known in developing countries, and many graduates are playing an increasingly important role in their counties national development. Some of IMPA graduates have even been appointed as ambassador and the national Central Committee members, as well as the Senate Officials.
