The Center for Public-Private Partnership in Tsinghua University (TUPPP) was launched on April 22nd. This center is co-sponsored by the National Development and Reform Commission (NDRC), China Insurance Regulatory Commission (CIRC) and Tsinghua University. TUPPP at SPPM is a nonprofit university-affiliated research center. It functions as the UNECE PPP China Center.

Zhang Yong, the NDRC Vice Chairman, Chen Wenhui, CIRC Vice Chairman and Chen Xu, Party Secretary of Tsinghua University served as joint leaders of the central leading team. Yang Bin, Tsinghua Vice President and Wang Tianyi, Genenral Manager of China Everbright International Limited and Chief Representative of China in PPP Center of United Nations Economic Commission for Europe (UNECE) served as joint directors of the center. Professor Xue Lan, Dean of SPPM presided over the inaugural meeting. Chen Wenhui, Chen Xu, Yang Bin，and Xu Kunlin, the Deputy Secretary-General and the Director General of the Department of Investment of NDRC, attended the unveiling ceremony.
Chen Xu underlined the importance of the foundation of TUPPP as a crucial measure to build interdisciplinary research platform and nurture high level Think-Tank. It plays a model role in enhancing the quality of talents training, improving the level of policy consultation, and developing the ability of social services- a prime example of how education could promote its social responsibility by serving national strategic demands.
Geoffrey Hamilton, Chief of the PPP Programme at UNECE called for a stronger cooperation between UNECE and Tsinghua University which is beneficial for both the application and the promotion of PPP model.

In the Theme Forum after the opening ceremony, Geoffrey Hamilton, Han Zhifeng, the Deputy Director General in NDRC Department of Investment, Yu An, Professor of SPPM, Wang Shouqing, Professor of Construction Management, Li Kaimeng, Director of China International Engineering Consulting Corporation Research Center, etc., addressed the lectures on various topics including standards-making, governmental legal capacity building, core developing concepts and project management. Wang Tianyi presided over the Theme Forum.
More than 200 people, including Liang Yan, Director of Department of Personnel in NDRC, Yu Jin, Director of the Department of the Supervision of Use of Insurance Funds in CIRC and representatives from universities, research institutes, enterprises and public institutions attended this event.
